Problem Statement

The COVID-19 pandemic disrupted in-person programmes and enrichment opportunities for children with special needs. At the same time, Special Education (SPED) schools had to prioritise academic and developmental needs, limiting opportunities for children to participate in group activities that support the development of social and communication skills.

Solution

The Starlight Programme provides children with special needs opportunities to learn and interact throughmusic, songs, rhymes and group activities in an inclusive and supportive environment. The programme also includes a choir component that nurtures participants’ musical abilities, supporting those who wish to pursue choral performance at a higher level.

Outcomes

The project aims to support children with special needs by:

Enhancing social and communication skills through music-based activities;
Inspiring children with special needs to achieve high-level choral excellence;
Raising awareness of the abilities and potential of children with special needs ; and
Provide opportunities for caregivers respite and bonding.

Voices of Singapore (managed by Venture Music Asia) is is a registered arts charity and singing organisation with over 500 singers participating across more than 20 programmes, ranging from award-winning choirs to community and corporate programmes.

Through the Starlight Programme, VOS draws on its experience in choral education and working with children with special needs to provide music-based learning and participation opportunities for children with special needs and their families.
