Problem Statement

Persons with mild intellectual disabilities and persons with autism may face challenges accessing sustained employment opportunities due to gaps between training and workplace readiness, as well as limited pathways into sectors that can provide structured and supportive work environments. Community Care Organisations (CCOs) also face growing manpower needs, presenting opportunities to create more inclusive employment pathways within the care sector.

Solution

The CareAbilities Programme (CAP) aims to train persons with intellectual disabilities and persons with autism for employment as Community Care Aides within the Community Care sector through a structured training-to-employment pathway, comprising:

  • Three months of foundational training;
  • A nine-month internship with partner CCOs, organised into three progressive three-month phases;
  • Consistent scope of work across phases, with job coaching to help trainees demonstrate with workplace competence and independence;
  • An internship programme followed by a job trial, with trainees who demonstrate stronger readiness progressing to a job trial earlier; and
  • Continued training for trainees who are not yet job-ready.

Outcomes

The project aims to:

  • Create a structured and sustainable employment pathway for persons with intellectual disabilities and persons with autism within the Community Care sector;
  • Achieve increased workplace readiness, greater participation in meaningful employment, improved confidence and independence among trainees, and strengthened inclusive hiring capabilities within partner CCOs; and
  • Contribute towards building a talent pipeline for the care sector through a replicable supported employment model.
